Solution:
Root Cause: Visited MME to Home HSS Signaling Tunnel Timeout
When your device sends an
Attach Request to a visited foreign network, the visited Mobility Management Entity (MME) must authenticate your SIM card by contacting your home operator's Home Subscriber Server (HSS) over an international IPX (IP Exchange) network via the
S6a Diameter protocol. If the IPX link experiences routing outages, packet loss, or firewall drops between the foreign MME and home HSS, the authentication exchange times out, causing the foreign network to issue an access denial.
Diagnostic Verification:
1Attempting to manually attach to every available network listed in the manual search results in immediate 'Unable to Connect' errors.
2Voice and SMS services are entirely unavailable alongside data.
Step-by-Step Fix:
1Reset Baseband Radio Memory:
Toggle Airplane Mode ON for 30 seconds and OFF to flush cached forbidden PLMN (fPLMN) entries stored in the UICC SIM memory.2Clear Forbidden PLMN List via Android Testing Menu (Android Only):
Dial *#*#4636#*#* -> Phone Information -> Tap three dots -> Select Clear fPLMN List.3Force Re-Registration via Manual Network Scan:
Perform a manual network scan (Settings -> Network & internet -> SIMs -> Automatically select network OFF).Select a different host network to force the baseband modem to generate a new authentication vector (RAND/AUTN) request over IPX.Prevention & Long-Term Monitoring:
Performing a network reset or clearing the fPLMN list clears stale registration rejections after cross-border transitions.
