Since Task Manager flickers, the problem is your graphics driver or monitor refresh rate.
1. Right-click your desktop and select Display settings.
2. Scroll down and click Advanced display.
3. Under Choose a refresh rate, lower it to 60 Hz (or standard frequency) to see if flickering stops.
4. If flickering persists, open Device Manager, expand Display adapters, right-click your GPU (NVIDIA / AMD / Intel), select Properties > Driver tab, and click Roll Back Driver.
