Root Cause: Corrupted ShellExperienceHost AppX Package
In Windows 11, the taskbar is built using modern XAML/UWP components managed by
ShellExperienceHost.exe and
StartMenuExperienceHost.exe. Corrupted system manifests cause the taskbar shell to fail initialization completely.
Step-by-Step Fix:
1.Launch Elevated PowerShell via Task Manager:
Press Ctrl + Shift + Esc to open Task Manager.Click Run new task (top bar).Type powershell, check Create this task with administrative privileges, and click OK.2.Re-register Shell Packages for Current User:
Paste and execute the following PowerShell command: powershell
Get-AppXPackage -AllUsers -Name Microsoft.Windows.ShellExperienceHost | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}
3.Re-register All System Deployment Manifests:
